Soulier Group LLC operates this website (souliergroup.com) as an informational presence for federal contracting officers, prime contractors, recruiters, and commercial clients. We aim to collect only what we need and to be transparent about what that is.

Information We Collect
From this website
This site does not run forms, account systems, analytics scripts, or third party advertising trackers. The site does not set its own cookies. The only mechanism through which you can contact us from the site is by clicking a mailto: link, which opens your own email client and sends nothing to us until you press send in that application.
From hosting infrastructure
The site is hosted on Cloudflare Pages. Cloudflare's edge network records standard server-log information for every request (IP address, user agent, request path, timestamp, response status). These records support fraud prevention, abuse detection, performance monitoring, and routine operational diagnostics. Cloudflare may also place strictly necessary security cookies (e.g., __cf_bm, __cflb) to mitigate bots and balance load. See Cloudflare's privacy policy for details on edge processing.
From email correspondence
If you email us at brian@souliergroup.com, security@souliergroup.com, or any other address on our domain, the message and any attachments are received and stored in Microsoft 365 (Exchange Online). Microsoft processes that content under its own privacy and contractual terms. We retain correspondence for as long as it is operationally relevant to the engagement or required by federal recordkeeping (typically up to 3 years for ordinary business email; longer for federal contract records subject to FAR 4.703).
How We Use Information
- To respond to inquiries, proposals, RFI / RFQ / RFP communications, and federal contracting outreach.
- To maintain audit evidence and recordkeeping as required for federal contracting (FAR Part 4, Subpart 4.7).
- To operate, secure, and improve this website and our communication systems.
We do not sell, lease, or trade information to third parties. We do not use information you send us to develop targeted advertising or to enrich third party datasets.
Cookies and Tracking
This website does not set its own cookies and does not run third party analytics, marketing pixels, or behavioral tracking scripts. The only cookies that may be set are Cloudflare's strictly-necessary security and load balancing cookies, which are exempt from consent requirements under most US state privacy frameworks and the EU ePrivacy Directive's Article 5(3) "strictly necessary" exception.
Data Sharing
We share information only when one of the following applies:
- You ask us to (e.g., teaming agreement disclosures to a prime offeror, capability documentation submitted to a contracting officer).
- It is required for federal contract performance (e.g., past-performance reference exchange with a federal contracting agency).
- It is required by law (subpoena, court order, valid government request).
- It is processed by infrastructure providers (Cloudflare for hosting; Microsoft for email and tenant operations) under their standard contractual and privacy terms.
Messaging Terms (SMS)
These terms apply to text messages (SMS) sent or received from Soulier Group LLC business phone numbers. By providing your phone number to Soulier Group LLC during business correspondence (email, LinkedIn, phone call, or business card exchange), you consent to receive related text messages from Brian Soulier of Soulier Group LLC.
- Message frequency: Conversational and ad hoc, typically fewer than 4 messages per recipient per month. We do not send recurring marketing or promotional messages.
- Carrier rates: Msg & data rates may apply. Soulier Group LLC does not charge you a fee for the messages themselves; carrier fees are governed by your wireless plan.
- Opt out: Reply STOP to any message at any time to immediately unsubscribe. You will receive a confirmation message and no further texts from us. You may also opt back in by replying START.
- Help: Reply HELP to any message for support. You may also email brian@souliergroup.com.
- Message types: Person-to-person (P2P) business conversations: meeting confirmations, follow up on prior business correspondence, scope/timing coordination. We do not send marketing, automated/API-generated, or application-to-person (A2P) messages from this number.
- Phone numbers and content: Phone numbers and message content are not shared with third parties for marketing or advertising. Telecom infrastructure providers (Microsoft Teams Phone and the underlying carriers) process messages strictly to deliver them, under standard carrier contractual terms.
- Disclosure under FCC and CTIA guidelines: Soulier Group LLC operates under United States telecommunications regulations (FCC) and the Cellular Telecommunications Industry Association (CTIA) Messaging Principles and Best Practices. Recipients in any U.S. jurisdiction may opt out at any time without prejudice.

Security
We apply the same security posture to our own infrastructure that we recommend to clients:
- HSTS preload, strict Content Security Policy (with upgrade-insecure-requests), X-Frame-Options DENY
- Cross-Origin-Opener-Policy: same-origin; Cross-Origin-Resource-Policy: same-site
- Permissions-Policy lockdown (geolocation, microphone, camera, payment, USB, magnetometer, gyroscope, accelerometer, interest-cohort all disabled)
- DNSSEC-signed DNS (ECDSA P-256 / SHA-256, DS published at .com TLD)
- SPF (hard fail), DKIM (2-selector), DMARC published and monitored
- Federal-aligned mail authentication per CISA BOD 18-01 expectations

Your Rights
Depending on your jurisdiction (e.g., California CCPA / CPRA; EU / UK GDPR), you may have rights to access, correct, delete, port, or restrict use of personal information you have shared with us. To exercise these rights, email brian@souliergroup.com with a description of the request. We respond to verified requests within 30 days where required by law.

We may update this notice as our operations evolve. The effective date at the top of this page reflects the most recent revision. Material changes will be reflected in the website's commit history (the source of this site is maintained under version control).
